Cell Tower near Soccer Ball

When people refer to dogging at the Cell Tower...does this refer to the tower up on top of the mountain to the east (?) of the Soccer Ball? Near where the big cross is? Confused? Where's the road? Seems more discreet, specially in the daytime.
