virginia beach enquiry

I have driven past this place to the dead end circle and then parked off on the left parking bays, this place is always so dark what do people even see here? where do the people do their thang? how do we know what to look for without being a pain in the ass to some people who don't want you near them? i have not ever seen anything happening while i was there or maybe i do not know what to look for. what are the signs? please give me some info or guidelines as i am really not sure what to do
