virginia

can anyone please advise how it works at Virginia? wife and i have been there twice now and we not sure were to park?, can we get out the car? we noticed alot of fishermen there last night, is this normal? there was car guards aswell i think. we read alot of this place but its very dark, cant see anything, no action but cars driving up and down.....someone shed some light please
