Mpenjati

Does anyone know? What is the current legal status of Mpenjati as a nudist beach? Has it been officially proclaimed as such? I took a walk from Trafalgar to Mpenjati North the other day, and saw no signage about it being a nude beach, and there were a whole bunch of (fully clothed) folks picnicking and fishing from Mpenjati south of the river...
